IPP Asaba is a Public-Private Partnership (PPP) arrangement between the Delta State Government and Bastanchury Limited. The project involves the generation and distribution of 8MW of electricity from gas-powered turbines to 22 off-taker locations, including public facilities within a 25km range from the power plant location. The PPP model employed for this project is Design, Build, Operate, and Transfer (DBOT).
What we did
EPCM was engaged to provide lender advisory services to the funders. Our role included issuing monthly independent valuations and reports on the works executed by the Engineering, Procurement, and Construction (EPC) contractors. This involved careful monitoring of the DBOT process to ensure the successful implementation of the project and adherence to the PPP model.
The Results
The successful collaboration between the Delta State Government, Bastanchury Limited, and EPCM resulted in the effective generation and distribution of 8MW of electricity, benefiting various public facilities within the specified radius. The lender advisory services provided by EPCM contributed to the financial viability of the project, marking it as a successful example of a PPP in the energy sector.
